Demand Side Management (DSM) Guidelines for Natural Gas Distributors (EB-2008-0346)

Union Gas Limited and Enbridge Gas Distribution Inc. have filed DSM plans with the Board since 1995. The most recent multi-year DSM plans that had been approved by the Board in 2006 expired in December 2009. The purpose of this consultation is to undertake a review of the existing DSM framework and develop guidelines for DSM to be used by natural gas distributors in developing their next generation DSM plans for 2012 and beyond.

As some of the government policy issues have not been determined, the Board directed the natural gas distributors in 2009 and in January of 2010 to submit for approval their DSM plans for 2010 and 2011 respectively, based on the existing DSM framework. These one year plans are not necessarily intended to form the basis of future plans.

In the meantime, the Board is continuing with its review of the existing DSM framework and the development of new guidelines for DSM.

The Board has posted stakeholder comments on the Revised Draft Demand Side Management Guidelines for Natural Gas Utilities.

Jan 21-11

The Board has issued for comment a Staff Discussion Paper on Revised Draft Demand Side Management Guidelines for Natural Gas Utilities.  The Revised Draft Demand Side Management Guidelines for Natural Gas Utilities are set out in Appendix A to the Staff Discussion Paper.

Jul 22-10

On July 5, 2010, the Board received a letter from the Minister of Energy and Infrastructure confirming that the Board should now resume work in relation to low-income energy customers.  On July 7 and July 22, 2010, the Board issued letters that provide some information as to the next steps for this initiative and, in particular, in relation to DSM programs targeted to low-income customers.  The letters are posted on the Board’s webpage for the Consultation on Energy Issues Relating to Low Income Consumers (EB-2008-0150).

The Board has issued a letter requiring rate regulated natural gas distributors to file one year DSM plans for 2010.  The letter provides background and the rationale for this requirement.

The Board has issued today a revision of its February 6, 2009 cover letter for the report “Measures and Assumptions for Demand Side Management (DSM) Planning” prepared for the Board by Navigant Consulting Inc.  The revised letter clarifies that the deadline for submissions on the above report is March 6, 2009.  The deadline for submissions on the “Draft Demand Side Management Guidelines for Natural Gas Distributors” is February 20, 2009, as stated in the Board’s January 26, 2009 letter.
